Complete Guide to Objections to the 2021 Property Valuations

In anticipation of the certification of the General Valuation Roll, DOCRRA has been researching and compiling resources for the community in order that all concerned ratepayers can fully exercise their rights under the law with regard to objections to their property valuation.  For a complete guide to objections please click the link below to our website.

On 26 February 2021, KDM announced that the General Valuation Roll for 2021 has been certified and will be made available for scrutiny from 5 March to 30 April 2021 at the following locations as well as on the KDM website:

  • Civic Buildings, 14 Chief Albert Luthuli Street, KwaDukuza,
  • General Justice Mpanza Building, Corner of Mahatma Gandhi & Gizenga Streets, KwaDukuza,
  • Nokukhanya Luthuli House, 10 Leonora Drive, Ballito,

as well as all public libraries within the KwaDukuza Municipality.

For those wishing to view the roll in person, strict COVID-19 protocols will be in place including the mandatory wearing of masks and disposable gloves to ensure the safety of those viewing the roll.

The valuations process occurs in accordance with Section 139 of the Constitution and Chapter 14 of Property Act 6 of 2004 and can legally be exercised annually by the municipality.  However, the municipality can reserve the right to extend the valuation period to up to every 4 years.  Valuations are based on market values where there is a willing buyer and willing seller and they must be completed within a 12 month period prior to the forthcoming budget. 

Notice of the certification of the valuation roll must be gazetted and given in all local media and on the KDM website for a period of no less than two weeks.  The valuation roll must be made available for inspection to all concerned ratepayers both in person and online for a period of no less than 30 days.  Ratepayers who disagree with their valuation have 30 days from the date of publication to make an objection. 

Please note that the official deadline for objections for 2021 is 30 April 2021.
