ACTION BY DOCRRA RE: THE DRAFT BUDGET 2020/2021

As announced in the North Coast Courier this week, (https://northcoastcourier.co.za/153151/kdms-draft-budget-will-add-further-burden-on-residents/), the Dolphin Coast Residents and Ratepayers Association (DOCRRA), last week sent a communication to the KDM municipal manager, Nhlanhla Mdakane, declaring a dispute regarding the public announcement of the Draft Budget. This was in relation to the KDM stakeholder engagement process.

DOCRRA’s chairman, Deon Viljoen, stated “The ability by the community to give fair and transparent input to the proposed document, still to be submitted, is unreasonable, not possible nor practical. In the absence of compliance with due process, we have advised council that we are in dispute with KDM on the proposed stakeholder engagement process.”

DOCRRA then followed this with a request for a copy of both the Draft IDP and the Draft Budget. Both have now been received and are available on the DOCRRA website for review by the Dolphin Coast community here:

DOCRRA is currently reviewing the content and is in the process of setting up a dedicated committee to review both documents. Issues of concern will be highlighted and shared with the community, and the community will be given the opportunity provide their constructive input. DOCRRA will then consolidate this information and submit to KDM and will ensure that a response and action is taken.

In the meantime, we would encourage the community to also peruse and evaluate the budgets. We have been informed that the first date advertised for closing of the 15th May 2020 was incorrect and that time until the 15th June 2020 is now permitted.

We encourage all residents and ratepayers to become members of our association, as members strengthen our representation, guide the DOCRRA committee with their input, and enhance our influence.
