DOCRRA Engages KDM MPAC on 2020/21 Financial Report

The Municipal Public Accounts Committee (MPAC) has an oversight role on financial reporting within the KwaDukuza municipality, as well as several other important functions, such as investigation of ‘Unauthorised, Irregular, Fruitless and Wasteful’ expenditure.  Oversight of the Annual Financial Report requires public participation.

DOCRRA once again played a leading role by way of our review of the draft Annual Financial Report and submission of comments to MPAC to be considered and responded to by KDM officials. These comments and responses are contained at the end of the Final Annual Report. DOCRRA Chairman, Deon Viljoen, and finance subcommittee member, Brian Botes, attended 3 of the 4 public meetings held at the Council Chambers during March 2022 where responses to the comments were reviewed and further clarity sought as required.

Focus issues were the escalating electricity losses and lack of consequence management thereof, as well as the lack of investigating by the MPAC of unauthorised, irregular, fruitless and wasteful expenditure. These were also focal points of MPAC councillors not attached to the ruling party.

The MPAC has grown this year, and participation by some council members was a lot more robust than the prior year’s meeting.  A number of issues were also raised by political parties and other bodies, all of which will now become the subject of actions to be undertaken by officials of KDM, with oversight from MPAC; More thorough and timeous review of unauthorised expenditure is one such item.
