DOCRRA recently attended the series of MPAC meetings with KDM. MPAC considers the independent external audit report, and the Auditor General’s report, and then makes proposals to the KDM Council for decisions and actions.

Participation is invited and DOCRRA was there this year. A big thank you to the leader of the DOCRRA Financial Committee, Brian Botes, and supported by Rob McIntosh. They scoured the Annual Report and AFS of KDM and started with a long list of about 50 questions to MPAC.

Eventually there were some questions from the ANC and DA councillors too. There was no other outside participation.

In Brian’s absence, Deon Viljoen (DOCRRA Chairman) attended the last summary and recommendations meeting this week. It was evident that MPAC was thrown into a bit of a spin from all the input and questions from DOCRRA.

Apart from answers of clarity, most management comments included; ‘we’re setting up a committee for this’, ‘we are working on that’, ‘blame Covid-19 and Lockdown’ or, ’it is in progress’. However, it was a start.

The final recommendations were tabled by MPAC at the Council meeting yesterday. There are some real issues around performance management, consequence management, productivity, resolving audit queries and findings. Most of it can be found in the AGs report, hence the frequent reference to it. I attach a few pics I took of the conclusion of the report. We have been promised the full report and minutes of the meeting.

There can be no doubt in the minds of KDM leadership that DOCRRA is serious, has the ability, and is not going away. The final MPAC report will be presented to Council on Tuesday 29 June 2021.

We would like to thank Mpumelelo Mahlalela and Chris Ngcobo, from KDM, who have been very helpful, and responsive. A meeting with the Mayor and DOCRRA, on the MPAC issues raised, is being planned. Just waiting for the date and time.
